The study of the role of the deputy of cultural and social affairs of Tehran Municipality on bio-security of citizens (Case study of Tehran Municipality District 3)

Abstract


Cities are live entity, resuscitative, active and created by social needs cultural and ecological of human and it is
obvious that everything that is formed and made in city is based on expression of human demands and “the new right of
all people to live and have a fundamental right”. Humans are the main topic of any developments and having the health
and physical and mental abilities as well as having a healthy environment for living consider as part of their basic rights.
At one time people consider Municipal as a service organization. But in recent years this institution, in addition to the
servicing have shown special attention to components of the social and cultural life of the city, in order to improve the
quality of life and  reduce  environmental  pollution.  Meanwhile,  the deputy of cultural  and social affairs  of  Tehran  has
performed different proceedings to reduce pollution (air and noise)  and create a healthy environment for the citizens by
providing better services and developing a matrix approach to urban culture with the aim of making culture in protecting
ecology  and  reduction  the  ecological  threats,  combating  with  ecological  pollution  (air  and  noise)  and  improving  the
public  transport  system  without  traffic  and  pollution  and  making  culture  in  order  to  public  hygiene  and  cleanliness
including waste management, with Synergistic of internal and external interactions influencing civic culture.  
In  this paper,  initially,  we  consider  opinions  of citizens  and  officials and  experts  of  the deputy of  cultural  and  social
affairs  of  Tehran  regarding  performance  of  Tehran  Municipality as  an  institution  of  Culture  Makers  and  social  that  is
involved in providing biological security including Waste management and combating with ecological pollution (air and
noise) and then the views of both groups were  compared with each other.  In this study, biological security is one of the
characteristics of social security, in the sense of establishing security for groups and individuals by providing a succulent
green city and ecologically sustainable and cohesive with a suitable structure for residence, activity and leisure benefiting
from public transport system with good quality for life without traffic and pollution that have been implemented as one of
the basic rights of citizenship. The statistical population of this research, survey consisted of two groups. The first group,
citizens of district 3 of Tehran Municipality The population size is 345 people. The random sampling and stratified from
different localities and regional areas and the statistical population size of the second group is 84 people of officials and
experts  of  the  deputy  of  cultural  and  social  affairs  of  Tehran  regarding  performance  of  Tehran  Municipality  who
participated in the survey plan, have been selected according to total counting. However, the survey is a descriptive and
exploratory.  The  measuring  instrument  of  this  research  was  questionnaire  and  in  descriptive  statistics  from  frequency
tables of findings, central index and average and in the inferential statistics section is used of the Kolmogorov – Smirnov
tests, one sample t-test and a sample sign test, Friedman ANOVA, t test for independent samples.  The findings indicate
that there are significant differences between citizen’s opinion and opinion of staff and Municipal officials regarding the
function of this department/deputy and staffs and officials of the deputy of cultural and social affairs of Tehran regarding
performance  of  Tehran  Municipality  has  favorable  opinion  than  their  performance  in  securing  biodiversity  and  its
components.  This may indicate that there is a gap between  the viewpoints of  the two  groups.  At the end, based  on the
findings of the study, it’s proposed that with making culture, notification, educating citizens regarding how to movement
the  road  and  avoid  causing  air  pollution  and  traffic  congestion  and  inconvenience  to  other  citizens  and  as  well  as   
improved public transport can be contributed to the promotion of biological security of citizens.
